In recent years, with the process of reform and opening up accelerating, China is undergoing dual challenges of economic transition and social transformation. Emergencies have unprecedentedly turned up high-risk situation. Located in the northwest with an important strategic position, Xinjiang is also experiencing various traumas brought about by emergencies. Factors such as harsh natural climate, fragile ecological environment, complex ethnic and religious issues, and disharmony caused by unbalanced regional development seriously affected social harmony and stability and economic prosperity in regions inhabited by ethnic groups in Xinjiang. Therefore, improving the management capacity of public crisis so as to effectively prevent and respond to crises and social development in Xinjiang has become one of the problems to be solved.In a sense, our government is omnipotent, which embodies paternalism that takes on every social public affairs management, while the general public is accustomed to depend on government, lack initiative to participate in public crisis management. This thesis puts forward one of the essential means for the government to improve the capacity of crisis management, that is to let more societal forces actively and effectively participate in the management of public crisis, thus cooperate with the government carry out crisis prevention activities. Xinjiang multi-ethnic regions has very broad participation forces such as Production and Construction Corps of the Chinese People's Liberation Army, Xinjiang Charity Federation and other non-governmental organizations, universities and other research institutions, as well as people of all ethnic groups in Xinjiang etc. The public crisis management capabilities of government will be greatly improved if these forces play their due role. This thesis analyzes the current situation of diverse public participation in crisis management in detail in multi-ethnic region of Xinjiang, then finds out the advantages and the disadvantages, finally puts forward specific ways to improve the capacity of multiple participation in the crisis management.
