Public Crisis Management, Multiple Subjects Involved In The Mechanism

In a country as China as a developing country which has so vast area, diverse climate , large population, and imbalance in the social and economic development, the frequency of public crisis can not be avoided. Because of relating to public social harmony, stability and development, the Public Crisis Management has become the focus of academic research in the field of public administration in recent years. However, in the study of the public crisis management, the participation of multiple main research is still not enough.It can not be replaced to relying on the strength of the Government to launch and organize the management to Public crisis. However, if we just rely on the strength of the Government to deal with it independently, there will be a lot of deficiencies and omissions. We need other social organizations and people organize themselves and make joint efforts to achieve the maximization and the most optimum results of the fight against the crisis. Therefore, it has great importance to research the multiple main participation in the public crisis management systematically.In view of the above, the significance of this study's contents, of this is manifested in several areas: It is clear how to mobilize the most powerful main to restoring the social production and the life order quickly. It is clear how to take the most effective way to defend the people's interests .It can be understand easily how to mobilize the most appropriate resources and the smaller cost to withstand public crisis .It can not only improve the government's crisis management capacity, but also can promote mutual help and harmony of all sectors of the community under the unfavorable situation.This paper mainly based on crisis management theory, the third sector theory, the system theory, civil society theory, community organization and management theory, mechanism theory and so on , using many research methods such as comparative study, literature analysis method, classification method. With the purposes of identifying and analyzing the multiple main who have possibility or necessity participate the public crisis management, such as the government organizations, enterprises organizations, the third sector, community organizations, the media and other organizations. And then definite the characteristics of each organization, and described these functions in the public crisis management. Further more, this paper has designed some mechanisms for the effective functioning of the organizations, including organizational immobilized and operation mechanisms, manpower management mechanism with division of labor, incentive and restraint mechanisms with the responsibilities and interests of both the value, the sharing mechanisms with the resource management when both of storing and using.
