Public Crisis Management Of Government: Exploration From The Point Of View In Citizen Participation

This article analyses the public crisis management of government from the point of view in citizen participation,through analysising public crisis meaning and the classification, has limited the public crisis type which the citizen can participating, in the same time it analyses the conceptand,the way of the citizen participation, obtains resistance of citizen participation in our country at present, proposes the measure of eliminating resistance . Through hackling the theory of citizen participation and the public crisis management we constructed the model which citizen can participate in the public crisis that the government as a leading role. This paper analyses the insufficiencies of the goverment in solving the public crisis without citizen paticipation and how can the government solves the crisis in the SARS crisis, proposed the corresponding improvement countermeasure that can help the government to perform well in regulating and guiding the citizen in the participation of public crisis , enables the public crisis can be solved quicker, more effective and less cost.
