Research On Issues Of Fulfilling State Party Report Obligations Of China-Focus On United Nations' Core Human Rights Conventions That Ratified By China

State party report obligations are basic and mandatory obligations that established by United Nations'core human rights conventions. As a state party, China has ratified six core human rights conventions and has fulfilled the state party report obligations for 21 times. With the fulfillment of the state party obligations more and more frequently in China, several issues have increased. For such an important international legal obligation, the domestic result is very limited and people are not very familiar with it.The paper consists of preamble, text and conclusion. There are four chapters in the text, including the significance and basis of carry out the state party report obligations for China, the content of the state party report obligations, the situation of fulfilling the state party obligations of China and issues and suggestions to carry out the state party report obligations in China.The preamble introduces the state party report obligations and domestic result briefly. In addition, the author explains the research methods and significance of this issue.The first chapter introduces the importance and basis in fulfills the state party report obligations for China. According to United Nations'documents, general comments and discussions of scholars on this issue, we can find the importance of this issue. Then the author discusses the main basis of implementing these obligations. The second chapter introduces the contents of state party report obligations, including to writing and submitting the state party reports, to participate in the consideration of the treaty bodies and follow-up actions to implement the concluding observations.The third chapter discusses and analysis the situation of fulfilling the state party report obligations in China. In this chapter, the author talked about several issues involving in time, format and content of the state party report of China. In addition, the text provided the information on consideration of China's reports and follow-up actions.The last chapter talked about several issues in fulfilling the state party report obligations of China and put forward several suggestions for improvement.
