In recent years, problems of corruption is being more and more serious, with great social progress in various aspects, including economy, politics, and culture. Therefore, it is imperative to prevent public employees, especially civil servants from corruption. For the purpose, scholars at home and abroad have been trying to search for an effective way to control corruption in various aspects. So is the aim of this article. I made analysis through Content Analysis on the 202 cases that were collected from ten years' corruption cases by System sampling, on the bases of which 14 dimensions were projected and the 14 aspects of features about Civil Servants' corruption in our country were represented, that are organs which those Civil Servants belong to, corruption types, levels of position, degree of education, age, normal income, corruption motivation, expected investigated probability, amount of money involved in cases, punishment, the main form of corruption, causes of corruption behavior exposure, the delay time of investigation and region where Civil Servants had worked. Based on these features, I analyzed and summarized the causes of Civil Servants' corruption in domestic from the angles of individual limited rational judgment, legal environment along with system design and social culture. Finally, I put forward some policy suggestions from three aspects:strengthening legal system construction, supervision system to of power, relevant system designs, anti-corruption education facing people and Civil Servants.
