Since the reform and opening up, economic and social have a big program, theamount of GDP is being the second in the world, people’s living standard has beengreatly improved, at the same time, as the superstructure, the administrative system hasentered a critical stage of reform, especially the civil service system and theestablishment of the related and improve greatly change a single mode of the traditionalpersonnel management, to strengthen the government anti-corruption construction,improve the occupation moral quality of civil servants, to achieve the great " Chinesedream " to provide a strong human security.However, civil conflicts of interest provides opportunity for corruption in recentyears,the relevant departments to formulate some prevention measures of conflict ofinterests, behaviors of conflict of interest of civil servants have convergence.As everyoneknows, everyone including civil servants, in the society has self-interest, are rationaleconomic man, to take as the main goal, the maximization of individual interests so, civilconflicts of interest cannot be fully eliminated; at the same time, the reform ofadministrative system is still in need of everything in good order and well arranged, somerelevant regulations the system also can not completely meet the social reality. Finally,the conflict of interest supervision did not play an effective role, because of various kindsof interests within the administrative system complicated, so, when the civil conflictbehavior, internal supervision will tend to " selective failure", compared with the publicsector, external supervision subjects in a vulnerable position, monitor the power receivedvarious aspects influence and limit. Therefore, to prevent conflicts of interest in the civilservice, must be the source of governance and the combination of dynamic management,laws and regulations related to the source, strictly limit the civil conflict of interest; in thedynamic process, to improve the moral quality of civil servants thought, strengthen the supervision to the administrative behavior of public personnel, strengthening civil servantcorruption behavior of the punishment,The efforts to prevent conflicts of interest into corruption.Prevention of civil conflictof interest is one of the important measures of official corruption, is effective in theprevention of corruption and the important content of strengthening the construction of aclean and honest administration. So, must deal with conflicts of interest, to reduce thepossibility of corruption in the civil service.
