In Study On The Provincial Government Administrative Cost

Nowadays how to control the administrative cost is the important problem the governments have been facing. It is both the key link of government administrative enforcement and also the increasing attention of people. Since the 1980s, the western countries have raised the reform centered on that how to improve the efficiencies of the administrative cost and the results prove that the reform has greatly reduced the government cost and increase the administrative efficiency. At the same time, it also improves the government authority. And in China because of the special administrative culture and institutional obstacles, the administrative cost is growing rapidly and it is more than that compared to the other countries. Now the Chinese government has recognized the importance of reducing the administrative cost, especially since the 16th Party. As the important part of it, it has great meanings of studying the local government costs.The full text mainly studies on the local government expenditures, including the quantity,flexibility and the differences among the 30 provinces. It is consists of five parts. The first part summarizes the meanings of studying the local administrative cost and the current research situation, and the second part analyses the administrative cost implication on the basis of the theory, it also analyses some keywords of the text; the third part and the forth part are mainly empirical analysis. The third part focuses on the local government cost, flexibility and the factors of the 30 provincial costs through the statistical yearbook. And the fifth part summarizes the policy suggestions based on the theoretical and empirical results.The research have reached such conclusions:firstly, the rapid trend of the local administrative cost is the important reasons for our total administrative cost; secondly, the administrative cost to the fiscal expenditure,revenue and the GDP is full of elastic, leading to the rapid trend of the local administrative cost; thirdly, the economic development situation, finical expenditure and the prices are the mainly factors to the local government expenditures,especially the economic development situation, and finally, through factor analysis and the cluster analysis, local government administrative cost does not have obvious differences between eastern,central and western areas.
