Research On The Administration Cost Control Of TS City From The Perspective Of New Public Management

At present,the local government reform as the reform of our government administration is the most urgent task,although the reform of local government and political system of China's success,but its cost structure still exists many unreasonable factors,resolve to reduce government spending,reduce administrative costs and improve the efficiency of the government become one of China's public administration an urgent need to solve the problem.Based on the reasonable control of the local government administrative cost in our country background,the comparative analysis and the method of case study,empirical research,the TS municipal government cost control problems are discussed,finally obtains the e:ffective way of administrative cost control in TS City Local government.The main contents of this paper are as follows:First of all,the paper briefly introduces the background of the topic,expounds its theoretical and practical significance,the progress and achievements of research on administrative cost at home and abroad the author sums up the basic framework and research methods to determine the thesis;at the same time,an overview of relevant theories of administrative costs,are put forward to define the concept of administrative cost of local government administrative cost the theoretical basis and administrative cost control.Secondly,from the aspects of quantity,structure of the empirical analysis of TS municipal government administrative costs,the reasons of the high administrative costs of TS municipal government;the government has too large scale,cost consciousness,city in the process of excessive intervention and the financial management system is not perfect is the main factor leading to the administrative cost TS city high.Finally,the paper summarizes the domestic and foreign related cases about administrative cost control,and according to the above analysis,starting from the TS case,put forward to control the path of local government administrative cost in China to further promote the reform of government institutions,such as the TS and the pace of our country,the scientific definition of the functions of the government;to strengthen the budget management system reform the city of TS,enhance the rigidity of the financial expenditure constraint;e-government continued to promote the TS City local government,innovative government management ideas;in addition,the local government should also further strengthen the supervision and restriction mechanism,so as to better constrain the local government administrative behavior.
