The report of 17th National People's Congress point out that based on the social insurance, social assistance, social welfare, to focus on basic pension, basic medical, minimum living, supplemented philanthropy, commercial insurance, to improve social security system.The development of charity with its fast spreading also meets with a lot problems. The crux of these issues is the relationship between the government and charity organizations. In the progress of charity development, it undoubtedly has been restricted by many rules and regulations from the government. It inevitably lacks the independence and loses its integrity in prima facie. The status quo that our charities which heavily reply on the government supports and rules in domestic market has been considered that it no wonder brings the negative impact on the healthy development of charities in our nation in terms of its terrible public confidence.In the paper, on the basis of the analysis the theories of the relationship between the charity organizations and government, the paper analysis the development history of the charity organizations, and the relationship between the charity organizations and government.
