Charity is a noble cause, and it is a product of certain stage of the development ofhuman civilization. The charity in China starts very late, but it develops very fast.From1994,with the establish of the first modern sense charities-China CharityFederation set up to now, only20years, China’s philanthropy has made greatachievements. The Charity organization of China’s development is based on thepower of the government and private. Because of the weakness of society, thecharitable organization of China rely on the government and the established underpower of the government departments, and develop very fast.This article will define the charity organization as government-run charitableorganization or semi-official charity organizations, they have a governmentbackground, and have a close ties with the government, and the government playeda major role in the development process of charitable organizations. Relying ongovernment-run charitable organization established with the political legitimacy ofthe government and administrative legitimacy, it can take advantage of the politicaland social capital within and outside the system; quasi-Chief of the mobilization tomake charitable organization with a strong ability to mobilize, to provide for theemergence and development strong financial support; official charity organization ofthe main leaders from government departments, charitable organizations rely oncharisma to attract donations, make full use of internal and external resourcessystem.But with the develop of economic and society, especially with the rapiddevelopment of Internet technology, people’s awareness of the charity raise, with agrowing sense of rights, especially in the year of2011,after the Guo Meimei incident,China’s charitable organizations, especially government-run charity organization’scredibility was questioned by the public, government-run charitable organizationurgently requires to change and improve themselves. The weakness of thegovernment-led charity development model has become apparent. Government-ledadministration of charitable organizations has strong administrative power, andlacking of effective supervision, and lacks of information disclosure, thus itquestioned by the general public, the charitable organization must change itself.This paper take Jiangsu Charity Federation as a case, with a detailed study ofJiangsu Charity basic overview of development, asset management and usage, organizational structure and operational status of major projects. Jiangsu Charitycomprehensive analysis of the government-run charities and other non-governmentalcharitable organization or dominant characteristic of grassroots NGO development,specifically including the source of funding sources, service delivery morediversified, serving more extensive way to expand the strong support, crisis PRquick response and organization of internal management and operation mechanismof administration and so on. Then the integrated use of the relationship between thestate and the theoretical analysis of the advantages of social development in JiangsuCharity Federation, problems and causes of problems, and finally the developmentof combined experience in domestic and international charitable organization madereasonable observations from governments, charitable organizations and socialaspects. From the government point of view, we must correctly handle therelationship between government and charitable organizations, charitableorganizations prevent government management roles in the " dislocation""absence"," offside " phenomenon, followed by the relevant legislation should be strengthenedcharity, perfect charity-related legal construction, so that charity law, furthermore,the government should increase efforts to buy public services, provide financialsupport for the development of a charitable organization, the final margin ofpreference to raise taxes, increase personal and corporate giving initiative, reducecharitable organizations operating costs. From the perspective of the charitableorganization itself should firstly weaken the administration of their own color,enhance its autonomy; Secondly, strengthening its credibility and buildorganizational capacity building, and adhere to professional road; Thirdlyestablishing a third-party evaluation mechanism charities to enhance thetransparency of the charity; Finally, we must innovative forms of charity shouldactively develop micro-welfare charity. From the social point of view, mainlyincludes three aspects, firstly we must create a good cultural atmosphere of charity,secondly we must develop voluntary organizations, and finally the community tostrengthen the supervision of charitable organizations. Thus, we will have a goodand healthy development of the philanthropy.
