The protection of financial consumers is one of core objectives of financial supervision and the international legislative trends in the United States, Europe and other developed countries (FSA,2001). In recent years, the typical cases against the interests of financial consumers, reflect mainly in three aspects:the right to consumers knowing, fair trading and privacy. Moreover, China's relevant laws have no precise definition of financial consumers, and financial consumers are not included in the protection areas of "Consumer Protection Law", and other contents scattered in various regulations and department rules. We should learn from the financial reforms of U.S. and European countries, and gradually improve the financial consumer protection legal system.The paper defines the concept of financial consumers, and the scope of protection of fundamental rights, analyzes our financial consumer protection status and problems, comparing systematically the financial consumer protection laws of the United States, Britain and Japan. Based on the above analysis, we analyze the feasible model of financial consumer protection legislation and legislative principles, and other content of how to improve our financial consumer protection law system.The paper suggests that, as for the legislative model, China should modify "Consumer Protection Law" in the short term, expanding the interpretation of the scope of financial consumer, then considering a special legislative law in the future; China should consider comprehensive, conservative and appropriate protection principles; At present, the right of informed trading on financial consumer protection is of urgent need for the current financial consumer protection problem; The financial consumer protection law should consider how to ensure the effective implementation of relevant legislation, establishing a specialized regulatory agency and an operational financial consumer disputing settlement mechanism, and stressing the financial consumer education.
