Study On EU Anti-discrimination Policy

At the beginning of European integration, Anti-discrimination policy has been contained in the policies of European Community. With the social discrimination issue at the level of Community, which was brought by European economic integration become more and more serious, EU broaden the intension and extension of its anti-discrimination policy, thus a relative systematic policy is formulated. Researching on EU's anti-discrimination policy is not only contribute to deeply understand the relation between marketization and social policy, and its influence on the process of European integration, but also can supply some experiences to China's reform of social policy.Firstly, this article introduces briefly the concept of EU anti-discrimination policy, and relative theory of policy value in policy science. Then, the article takes EU's gender equality policy and racial equality policy as cases, which included in its anti-discrimination policy, and outline their development process and contents. By comparing the two policies' development period, degree of abstract of their contents, scope they cover and level of decision-makers, the author discovered that the above policies' status in EU's anti-discrimination policy is unequal, although they are same on pursuing equality. Moreover, it is worth nothing that the racial equality policy as later exceeded gender equality policy in development level in a short time, which is already existed for more than fifty years. On the basis of above analysis, this article researches the cause of this phenomenon from the perspective of policy value, then conclude that it is the different orientation of value behind the two policies resulted in this outcome, namely economic orientation dominated the development of EU's gender equality policy while the racial equality policy was mainly effected by social orientation. Finally, the article makes theoretical analysis on the essence and relation of the two orientation, and accordingly summarizes the experiences of EU's social policy and its inspiration for China.
