The Structure Of The Relationship Between Central And Local Government Should Be Based On The Responsibilities Of Public Service

The responsibilities of public service should be at the most important position for the relationship between central and local government. There are many problems about this research, both in theoretical and in practical, some of which exist for long time; but some of which just come out in recent years. After the reform of tax in 1994, the financial power of local government reduced; however, the central government could get most tax steadily. The local should govern two sides, not only the affairs that the central orders, but also its personal affairs. The financial power can't match to the responsibilities of public service. Market economy countries should establish a rational decentralization of authority between central and local government.Scholars do lots of research about this problem, but most of which just pay attention to the financial power, seldom pay attention to the responsibilities of public service. So citizens can't understand the relationship between the financial power and the responsibilities of public service. Recent 20 years, government did too many economical affairs, the basic social affairs especially which the people care about. Then some problems became worse, such as the local government gave money to the ministries for more item and fund; corruption; all of that can be proved the present idea of development is not right and need be changed.I think, as a socialism country, we must treat the "service for people" as the most important thing. Secretary-general said "the fruit of development should be shared by all the People". So the key to establish the rational relationship is the responsibilities of public service. We should find out the real problem is the responsibilities of public service, by which we also can solve other problem between central and local government.This essay named the responsibilities of public service and other related words firstly; secondly do research of the history about the relationship between central and local government in our country, find the problems and the reasons; thirdly use the experience of other countries for reference, mainly are the mature market economy countries. At last, I put forward a proposal that the responsibilities of public service should be first and be the core, through this we can establish a good and legal relationship between the central and local government.
