As an ideal model of governmental reformation in China, the service-oriented governmentis a kind of public sector with government as the main body aiming at providing public service.It is urgent to mobilize government, local government in particular, for building service-orientedgovernment. The way of fully mobilizing a service-oriented government lies basically in givingfull play to initiatives of local government under unified leadership of the central government; infurther optimizing division of functionality of public service among different levels ofgovernments, thus straightening the relationship between central and local government. Weshould clearly aware of the fact that, relationship between the central government and localgovernments is of overriding importance and is nowhere to hide from in people’s daily life. Therefinement of the relationship is undoubtedly a central question concerning transformation ofsystems for countries around the world for the reason that, a countries’ unification, politicalstability, economic development, and social progress all hinge on management of therelationship.This paper conducts a theoretical research on the current major contradictions existing inthe relationship proceeding from the national conditions, with some contradictions beingclarified, such as improper division of responsibility and authority, incommensurate financial andadministrative power, redundancy of duty posts between the central government and localgovernments, and fuzzy orientation of local governments’ role of providing service. Based onthis clarification, the paper raises corresponding solutions: legalization of each part’s authority;horizontalization of organizational structure; comprehensiveness of allocation of functionality;formalization of merit evaluation mechanism for local governments, etc.This paper is divided into three parts: firstly the requirements on good management of therelationship inducing to build service-oriented government are expounded; secondly, the currentproblems existing in the relationship in the process of constructing service-oriented governmentare clarified; thirdly, some innovative strategies for better dealing with the relationship incultivating service-oriented government are put forward.
