The CPC has put forward and elaborated on the theory of "building a harmonious society" at the Fourth Plenary Sessions of its Sixteenth Central Committee. Building harmonious national relations is an important part of building a harmonious society since China is a multinational country. The regional autonomy of ethnic minorities is the basic policy for China to handle the ethnic minority issues. The application of this policy shows positive effects on the ethnic equality and unity as well as the social stability. This thesis elaborates on the ethnic regional autonomy policy in a harmonious socialist point of view. It also analyses the unharmonious phenomenon in present minority areas and gives the countermeasures. The thesis divides into four chapters:Chapter one introduces the development history of ethnic regional autonomy policy, elaborating on the harmonious features of the policy through its definition, establishment, development and improvement. Chapter two is on the substance of the ethnic regional autonomy policy, which is the core of the thesis. It mainly expounds the influences the ethnic regional autonomy policy has on building a harmonious society in four aspects: ethnic relations, economic construction, science and technology, education, culture and health care and ecological environment. Chapter three describes the achievements of the ethnic regional autonomy policy from the aspects of nation unity, social stability, economic development and science and technology, education, culture and health care, which approves the effectiveness and harmoniousness of the policy. Chapter four describes the unharmonious phenomenon in ethnic regional autonomy areas and proposes the countermeasures, which constitutes the difficult and innovative points of the thesis.
