In the anarchic international society, the states must implement the Self-help strategy to maintain security. The safe issues of small states are a pessimistic topic. Small states is such a state, in one certain period and international system, it is difficult to rely on self-help, but must through other ways to achieve the security for lack of sufficient resources.The judgment for small states external security environment, both Realism School and Liberalism School have both consensus, and differences. Although, all for the hypothesis in anarchy, the Realism School holders optimistic attitude, but Liberalism School instead, they hold the developing eye. With the world of globalization and integration, the war is high costly, the military strength is no longer the most important means. International law, international ethics, international opinion plays a more and more important role, the safety of small states has been some improvement. The author believes that, the small states confron threat not only form regional outside powers and hegemony countries, but also facing medium-ranking power, regional powers, even small threat. Almost all the countries are their enemy. Small states face a dual power structure. In order to survival and maintain security, not only consider regional power structure, but also conside the global power structure, it facs the complex overlapping rough, full of more uncertain factors. Therefore, the security to the small states is extremely serious.The states maintain security in two ways:one is own strength; the other is external forces. Small states lack ability to aintenance self-help, often rely on external strength. The security method of small states including the alliance,neutral,power balance,self-help(mainly seeking to develop nuclear weapons),the collective security and cooperation security, etc. A small country, what kind of security policy it elect has no the unified standard. It has various factors on it, such as geographical location, the historical factors, the security situation, the international environment, leaders' subjective cognition. Differently with powers, small states security strategy has pluralism and comprehensive features.The small states of diversified security strategy, often have a dominant strategy, such as Switzerland mainly rely on neutral, north Korea relying mainly on self-help, Singapore relying mainly on power balance, which has the distinct characteristics.Small states have close ties with global and local stability and security. It change fundamentally depends on changing properties of the international system, constructing the harmonious world, to establish a new international political order is the sustainable way which the small states safety problems were solved.
