A Study On Socialization Of Public Cultural Services Supply Modes In Rural Areas Of Gansu

The Comprehensive Construction Well-off Society Goal of New Requirements at the Party's Seventeenth Congress has made it clear that public cultural service system covering the whole of the community's will be basically established in 2020. Nationwide, the focus of the establishment of public cultural service system in the whole society is in rural areas, and difficulties in the west. Gansu is less developed western province with a large agricultural population. Developing rural public cultural services for the rural areas is of great significance in culture accumulation, inheriting and innovation to meet the growing rural residents'spiritual and cultural needs, to improve the ideological and moral qualities and scientific and cultural development, to develop a prosperous rural socialist advanced culture, and to build a socialist harmonious society has very important significance.Over the years, the party and the government attach much importance to culture development as well as the implementation of series policies tilt on the west to support and benefit urban and rural agriculture. Rural public cultural service system in Gansu has been gradually improved, the level of public cultural services in rural areas have been markedly improved, more and more rural residents live a rich cultural life, traditional culture industry has been further protected and inherited. However, there are still not entirely perfect in public cultural services in rural areas of Gansu such as poor public culture infrastructure, insufficient investment, relatively poor rural areas and other public cultural events. This paper argues that above problems are closely related to the drawbacks of existing public cultural services supply model in rural areas of the Gansu such as the single supply mode, one-dimensional supply channel, unreasonable and non-market supply means, without full consideration of rural residents'cultural demand. These problems not only cause the inefficient supply of public cultural services which unable to meet the cultural needs of rural in rural areas of Gansu residents, but also restrict the comprehensive, coordinated and sustainable development of the rural economy and society in Gansu to some extent. Therefore, further research on supply of public cultural services in rural Gansu areas is particularly important in this article.By using over-all methods as interviews, social investigation and empirical survey and literature comparison, this paper makes a more in-depth research and study on public cultural services in rural areas of Gansu supply situation and supply model with an attempt to optimize the existing supply model of rural public cultural service in Gansu. This paper explores the connotation and theoretical basis of the socialization of the supply of public cultural services in rural areas and analyze the current situation to reveal the reason for its short supply and the imbalance between supply and demand At the same time, the paper illustrates the experience of foreign and domestic public cultural services supply mode in rural areas, makes the game analysis and functional analysis about socialization main part of the supply of public cultural services in rural areas of Gansu. Thus, the realistic mode of the public cultural services supply socialization in rural areas of Gansu——Government dominate, Community participate is proposed on the basis of above analysis. Specifically speaking, that is, based on the different nature of public cultural services, the supply modes are categorized into private provision of public cultural pattern, club culture pattern, private productivization of public culture pattern. and relevant measures as a complement is put forward on this basis.
