A Study On The Supply Of Public Cultural Service In Urban Community

Urban community as a grassroots unit of urban social governance,the forefront of the window and an important carrier which our government to promote grassroots culture construction.On the one hand,the communityization of public cultural services is an important carrier which meet the increasingly diversified and heterogeneous c·ultural needs of community residents,the effect of public cultural service supply has a direct impact on the cultural satisfaction of community residents and the size of social stability coefficient;On the other hand,the community public cultural service,which is an important part of public service,is an important manifestation of the soft power of our country.It plays an important role in promoting the cultural life at the grassroots level,enhancing the cultural identity of the residents and promoting the construction of socialist spiritual civilization.At these two levels,it highlighted the important value of the research on the supply of community public cultural services.It is undeniable that our governments at all levels have made great efforts to enhance the efficiency of grassroots public cultural services construction,but there have been some negative factors that delay the construction process of public cultural service system.This needs based on the actual community culture construction,excavation insufficient supply of community culture,propose the corresponding strategies to this problem,and then enhance the efficiency of community public cultural service supply.In order to construct the demonstration area of provincial public cultural service system of the community,the jiefang district will actively explore the new ways of community cultural construction in response to the cultural construction of the government,use the concept of "Internet +" to create the "People Culture Supermarket" Huimin Project Service system to achieve the supply of "supermarket" supply of community public cultural services,in the community culture construction has made some achievements.Based on this,this paper takes the urban community of Jiefang district as an example,combining theoretical research with empirical research,following the logical question of "asking questions-analyzing problems-solving problems",and on the basis of mastering the status of public cultural service supply of urban community of Jiefang district,and research the issue of supply of public culture service deeply.The article is divided into five parts.The first part introduces the research topic of the paper by summarizing the current research situation at home and abroad.The second part is the elaboration of the basic theory,use the public goods theory and the new public service theory to analyze the practice of community culture supply;the third part of the study from the Jiefang district of urban community public cultural service supply reality,in fully affirmed its construction effectiveness under the premise of pointing out its existing problems,and put it down to the following four aspects: the single main body of community cultural service supply,the contradiction between supply and demand of community culture,the lack of community culture supply and the low participation of residents' culture..The fourth part corresponds to thefour problems,which are not optimized from the supply system of community culture service,the mechanism of community culture supply operation is not perfect,and the mechanism of community culture service investment is not perfect and the grassroots democracy construction lagging behind four aspects of the liberated areas of urban community public cultural service supply facing the real dilemma of the real causes of the analysis;the fifth part puts forward the corresponding management mechanism for the generation logic of the supply of urban public cultural service in the Jiefang district,it can start from the following four points: Promote the community culture service supply system innovation to improve the multi-participation;improve the community culture supply mechanism to alleviate the contradiction between the supply and demand of community culture;improve the community culture service capital investment mechanism to provide financial support;strengthen community grassroots democracy construction to promote residents to actively participate.Through the practical study on the supply of public cultural services in urban communities in the jiefang areas,we hope to provide reference for the supply of public cultural services in other communities at the same level of development.
