| The System of People's Congress is a fundamental political system in China.The 16th National Congress of Communist Party of China (16th NCCPC) points out, to construct of socialist political civilization, the most important thing is to uphold and improve the system of people's congress. Since the reform and opening, democracy and the legal system in Inner Mongolia autonomous region has made remarkable achievement, and the people's congress system increasingly consolidated and developed. However, due to the reasons such as institutional factors, superiority of the autonomous regional people's congress system is not fully reflected. To strengthen and perfect the autonomous regional people's congress system, not only is the important task of our socialist modernization in the future, but also the urgent requirement of construction of socialist political civilization.Based on the review of construction of people's congress system in Inner Mongolia autonomous region since the reform and opening up, the paper analyses the problems with it, and some measures and suggestions are put farward to end it.This thesis is divided into three parts:Part one summarizes the development cours of the people's congress in the autonomous region since reform and opening up, and to make clear our brilliant achievements we have achieved, and the basic experience; part two discusses the problems in the people's congress system in Inner Mongolia autonomous region from legislation, supervision, representative, and the construction of the people's congress in basic level; last part give the measures and suggestions aimed at further perfecting the system of the people's congresses, such as, to strengthen consciousness of the system of the people's congresses, standardize administrative rights to realize the democratic legislation, strengthen supervision, fully display representative role and strengthen township's work.
