Research On The Questions And Countermeasures Of Administration Autonomy Rights' Exerting In The Inner Mongolia Autonomous Region

The regional autonomy for nationalities, is the basic policy to solve the domestic nationality questions with the ethnic theory of Marxism-Leninism and our reality of our country'ethnic condition by Communist Party of China. The major content of "Law on Regional National Autonomy" belongs to the administrative autonomy category. Its content involves public affairs, management and economy, fiscal levy, education culture, health, sports culture and so on. Therefore, only exerting "Law on Regional National Autonomy" fully entrusts with the national autonomous areas the administrative autonomy, can further advance the national autonomous areas economy, society, culture and so on. The Inner Mongolia Autonomous Region is the first national minority autonomous region of China. it has implemented a system of regional ethnic autonomy successfully for Sixty years, and has achieved excitng results. The Inner Mongolia Autonomous Region as a pioneer to exercise administrative autonomy is studied because it has a representative and typical characters. It is significanct to promote the development of various undertakings in The Inner Mongolia Autonomous Region and to improve the system of regional ethnic autonomy by studying on the issue of exercising administrative autonomy of Inner Mongolia Autonomous Region and exploring countermeasures about implementating Inner Mongolia Autonomous Region Administrative autonomy effectively.Through field research,logical analysis, theoretical analysis and research methods, the thesid explores problems lying in the process of exercising administrative autonomy in The Inner Mongolia Autonomous Region, and analyses the factors influencing the Inner Mongolia Autonomous Region administrative autonomy effectively exercised which are as follows: First, it is not in place the Inner Mongolia Autonomous Region on the exercise of self-government organs of administrative autonomy; Second, the effectiveness of government administration building is not prominent in the Inner Mongolia Autonomous Region; Third, the overall quality of cadres of ethnic minorities is to further enhance; Fourth, the system of implementation exercise the autonomy in Inner Mongolia Autonomous Region is imperfect,which are as follow: the exercise and security laws and regulations are incomplete and inadequate; the protection of the Inner Mongolia Autonomous Region administrative autonomy runs the imperfect mechanism. Based on the impacts factors of the Inner Mongolia Autonomous Region to exercise the administrative autonomy, the thesis explores the relevant countermeasures of the exercise of administrative autonomy to strengthen "Law on Regional National Autonomy" propaganda and self-government organs of the Inner Mongolia Autonomous Region, improve efficiency and Inner Mongolia autonomous organs of self-government cadres, and improve the Inner Mongolia Autonomous Region the process of administrative autonomy to implement the relevant system.The thesis is divided into four chapters, the first chapter provides an overview of the main purpose of the thesis, significance and research at home and abroad; the second chapter focuses on the connotation of administrative autonomy and the exercise of the principle of administrative autonomy; the third chapter focuses on the Inner Mongolia autonomous status of the exercise of administrative autonomy, an analysis of the impact of the exercise of administrative autonomy factors; the fourth chapter puts forward the countermeasures to improve the administrative autonomy of the Inner Mongolia Autonomous Region.
