Further more the United States Secretary of State Condoleezza Hilary, German Chancellor Angela Merkel, Australian Prime Minister Gilda, President Dirma of Brazil, President Christina of Argentina, Prime Minister of Thailand, South Korea’s president Pu Jinhui and so many women increasingly active in the political arena. In addition, in many well-known enterprises, senior female figure is meeting the eye everywhere. However, according to the survey data and data analysis from the departments concerned, we can see many situations:The political participation of women and the amount of women becoming leaders are still small; Women cadres of specialized training, appointment mechanism are still not perfect; The male is still the core of the social order remained stable because of the social system and the traditional culture; Women’s rights of participation can only be ensured by mandatory regulations. Therefore, a research on the women’s political participation in Inner Mongolia area at present plays an important role on the research of improving women’s political participation.Summarized the foundation’s research achievements at home and abroad and Inner Mongolia for women, through the use of management science, sociology theory, method, combined with the author’s actual work in the Inner Mongolia women’s Federation, use a more recently, accuracy and more representative statistical data, the basic situation of the women cadres. Department of Inner Mongolia female leading cadre were analyzed, and use the quotas to analyze the women in politics in Inner Mongolia, expounded the importance, necessity and significance about the quota system in the political participation of women. Revealed many situations in the autonomous regions directly under the institutions which are the proportion of female cadres still is not very high, mainly concentrated in the level below, the number of low duty levels, age36to45years of age, mainly in the main female leading cadres; post appointment quantity are few, important appointment quantity are few, many positions in the female lead Guide cadres and equipped for the quota, both with the women, and in conformity with the requirements of minority cadres, women cadres serving areas are mostly for culture and education and health; The total of more than5women cadres in the region can be trained every year are less than1/5, the problem of training were underrepresented etc.Through the research, the conclusion is that the women leaders grow most dependent on policy support, policy fluctuations directly affect the current number of women leaders, the growth speed and the quality. Suggestion: relying on policy support, increase the intensity of the use of female leading cadre, aiming at solving the problems of the quota system; making training plan, improve the ability to participate in politics, to solve the problem of lack of the main positions; promoting gender consciousness in environment, optimization, solve the problem using a less important occupation field; play the role of women’s federations and other non-governmental organizations to participate in social management, expanding women’s participation in politics foundation.
