Research On China Foreign Bank Prudential Supervision

Aiming to research on the prudential supervision system of foreign bank in China, this paper, from the perspective of basic theory of prudential supervision on foreign bank, illustrates the theoretical source of prudential supervision and relevant regulations stated in Basel Agreement and WTO documents regarding bank supervision. In addition, based on the regulations regarding foreign bank prudential supervision, this paper emphasises the specific supervision regulations of foreign banks'market access, exit and operation. On the basis of the analysis on the regulation system of foreign bank supervision, the paper provides suggestions about the basic framework and specific regulations of foreign bank prudential supervision. In accordance with logical system discussed,this paper is composed with four chapters as follows:Chapter One mainly elaborates the definition of foreign bank, general principle of supervision and the theoretical source of prudential supervision. Then, this chapter demonstrates irresistible trend of prudential supervision with documents of Basel Committee and WTO.Chapter Two elaborates prudential supervision in the market access and exit mechanism, and expounds the necessity of market access and exit mechanism construction. Compare with the related regulation of other countries while analyzing market access and exit regulation in China. Chapter Three focuses on the prudential supervision of banking operation concluding capital adequacy ratio, liquidity and risk concentration. Combined with the regulation with other countries, this part elaborates information disclosure as well as foreign bank internal management system.The final part points the existing problems in China supervision system from the perspective of foreign bank supervision system reform in China. After analyzed the advantages and disadvantages of"The regulations on the administration of foreign Banks", the writer gives suggestions both on general prudential supervision framework construction and specific system building.
