The Empirical Research For Evaluation Index System Of "Happiness Guangdong" Under The Perspective Of Government Performance

"All the great goal of human endeavor is to gain happiness." The study of happiness (index) involves psychology, economics, sociology and other different disciplines, and was given different connotations respectively. In 1970s, Jigme Wangchuck ? Singh, King of Bhutan said that government policies should focus on happiness, maintaining that the goal of the government should be achieving happiness, rather than simply the pursuit of economic growth, and proposed the concept of"Gross National Happiness"first. Thereupon, happiness as the goal of public policy began to enter politics. "Bhutan model"achieved great success, and was sought after by such developed countries as the United States, Britain, Japan and other developed countries, which have started to study happiness index, and create happiness indexes of different modes.After 30 years of rapid development, China has entered a new era of the social and economic transition. In this era, the traditional extensive model of development is unsustainable, and it is necessary for us to promote a scientific development mode, implement people-oriented policies, improve people's livelihood and well-being, share the fruits of development and enhance people's sense of happiness. Under this background, in 2011, all across the country, in the NPC, CPPCC and local party annual session, the happiness index has become a hot topic. The first plenary session of Guangdong provincial party committee 10th 8th session put forward"speed-up of the transformation and upgrading, build-up of a Happiness Guangdong" as the core mission and called on all localities to study and formulate indicator system of Happiness Guangdong."Happiness Guangdong"is an extension of the concept of"scientific development". National fragmented academic research on Measurement of well-being are mainly based on accounting perspective, which is in line and separated with GDP system; in fact, that is an obfuscation of three concepts, happiness index, Gross National Happiness, as well as evaluation system of a locality's well-being which acts as development objects and appraisal means, however, the three concepts have different contents. How to define and measure the happiness index and how to develop an evaluation index system with scientific basis and extensive application differs among different scholars.This paper clearly defines the meaning of"the happiness index","gross national happiness","happiness Guangdong", and constructs the evaluation system of pubic happiness index. The basic idea is: combine happiness and satisfaction into one to construct public happiness index. Upon this basis, it builds up the evaluation system of Happiness Guangdong from the perspective of government performance evaluation. Since the Guangdong Provincial Economic and Social Studies development Evaluation index system is nearly consistent with Evaluation system of Happiness Guangdong in meaning, therefore, based on multiple factors as the concept ideas, indicators structure and content, avoidance of duplication, in order to facilitate the operation, the proposal of "Happy Guangdong"Evaluation index system---as the objects of government performance does not need to reinvent the wheel; we can channel the happiness index on the basis of the implementation of scientific development outlook evaluation index system. It is necessary for the government of Guangdong province to innovate its behavior orientation in order to construct such a great plan of Happy Guangdong. This paper indicates that it is an effective way for the government to make a focus from the competition of economic development to the competition of overall performance and happiness indexes. At the end of the paper, it points out that we should utilize the government performance evaluation to promote the construction of Happy Province of Guangdong.
