National Happiness Index Based On Government Overall Performance: Empirical Study&Investigation

Remarkable achievements, especially the pearl river delta region, it has always beenChina’s economy’s most active and fastest growing areas, but it mainly follows traditionalpath and development mode, while great achievements have been made, it also produced aseries of negative problems. To the harmonious development of society, the governmentoverall performance concept was introduced and spread gradually. The pursuit of happiness isthe theme of human remains the same, and the basic goal of government public policy.Experience shows that GDP growth does not necessarily equate to happiness synchronousgrowth of the public, National Happiness Index also begins to be introduced.National Happiness Index is the frontier of government management but the empiricalresearch was still in the stage of exploration in China. Since2010, South China University ofTechnology group announced city and county levels of National Happiness Index inGuangdong province, the study orients that it is inevitable that the path of the social andeconomic development of our country is oriented from GDP、satisfaction to the happinessindex. It is a quest to measure National Happiness Index in Normative, scientific, continuityand large sample size way. The research team of South China university of technology hasdone a lot of research in the field of happiness index measurement and established NationalHappiness Index evaluation system.Guangdong implements “province governs city and city governs county” system atpresent, altogether has21regions listed,121counties （city, area）. In121counties （city,area）, there are significant differences in population scale, development level, governmentstructure and administrative levels. This article based on the perspective of the empirical,selects5cities, such as Shenzhen, Zhongshan, Zhaoqing, Zhanjiang and Meizhou, to carry oncomparative study of National Happiness Index of city government. The study found that thecontact of the government overall performance and the public happiness index is very close,on the other hand，relatively independent. To increase them at the same time, the governmentshould be the leader and establish scientific happiness index and government performanceevaluation index system.
