On Governments' Duty Consumption Under The View Of The Building Service-oriented Government In My Country

Duty consumption means the expenditure of civil servants in specific positions for their duties. The main concern of the society is the duty consumption of government servants, especially government officials. In China, the duty consumption can date back to ancient times and has experienced considerable evolution. Since the Reform and Opening, China has accumulated lots of problems on duty consumption, which in turn causes a deformation of execution as a privilege for civil servants. For a long time, the recreational activity using public funds, as a huge"black hole", has been swallowing the country's wealth, leading to a leverage of governmental expenditure cost. Nowadays, China has become the most compact program on duty consumption in the world, with the transform into market economy, with the increase of government activities; the system of duty consumption has to be changed to deter consequences due to bureaucracy.Service-oriented government building is an immense project, involving every department and various aspects inside governments, though we should always take the demand of public into consideration for any civil service promotion or change of policy direction. In the background of building this project, the issue of duty consumption in government has been placed to an unprecedented position in order to prevent the abuse of public funds and resources which will not only cause a huge waste of social wealth, but affect our sustainable economic development, which in turn slow the progress of construction. Therefore, to build a people-oriented government, the reform on duty consumption can not be ignored. In recent years, many regions have already carried out reforms which have achieved certain results. But there still exists some contradictions, because this reform will not only concern the direct interests of government officials, but the quality of service to public by government; the duty consumption is just about the construction of service-oriented governments. This article with a point of view of service-oriented governments is dedicated to make a deep study in order to find an efficient and reasonable path, through literature study, comparison study, case analysis and survey research on governments'duty consumption. The plan of this article is as following:Part I: Introduction. Describe the research background of the main issue, the research framework, the main research methods and the innovation point.Part II: The basic theory of government duty consumption. This part concerns a study of related theory on duty consumption with a service-oriented construction view, and also includes the different concepts, historical development about governmental duty consumption.Part III: The analysis of current situations and issues. With a base of defining theory on duty consumption, this part is to discover current problems about governmental duty consumption in order to analyze and find out the reasons.Part IV: Case Analysis: the case of the governmental duty consumption in Sichuan. This part is to observe the practice of reform on duty consumption, and to learn from the real experience.Part V: The selection of reform path on governmental duty consumption. Based on the precedent theories and case analysis, this part is to make a proposition of correct duty consumption and reform, including establishing and improving the standard and initiatives, strengthening the constraint mechanisms by external audits, so as to find out four channels supported by legal policies.Part IV: Empirical Analysis: The Case of L. In this paper, L municipal sector spending reform positions were observed, analysis of the deficiencies and experience.Part V: Service Government spending under the government reform path selection functions. This theoretical and empirical previous paper based on the proposed service-oriented government office building consumer perspective the reform of government measures, including the standard incentives, self-discipline mechanism, external oversight mechanisms and legal and policy support in four areas.
