| Social security fund is the physical basement of the smoothly practice of social insurance fund. Before the opening-and-reformation, the employees'all welfare is reimbursed by their companies. At that time there is no concept of fund and there is no supervision of funds. With the development of the social security system, the concepts of balance fund and Accumulation fund generally came out, and the supervision to funds are being raised on schedule. The nation carried out several policies to ensure the safe of the social security funds and set up the expect organization to inspect the management and circulation of funds. Along with the development of the social security system, the whole nation are trying to improve the social security inspection system, the funds are safer. In recent years, there exposed several cases about the defalcation of funds, and humorous money were lost, it was really a huge damaging to the society. These all have exposed the problems in security fund system. With the economy development, people insured are increasing, the social funds are become more and more huge, it's harder to manage and inspect it than before. Until now, the balanced funds of Pension, Unemployment Insurance, Health Insurance, Injury Insurance and Maternity Insurance are over thousands of billions.
