A Study On The Current Situation Of Social Supervision In Social Insurance Funds In Pilot Areas

Background:With the popularity of social insurance, the stock of social insurance fund is growing constantly. This lays more and more attention to the safety of social insurance fund. Although there are five kinds of supervision method, we actually only pay attention to administrative supervision which has its limitations. At the end of 2012, the ministry of human resources and social security issued a file to encourage the pilot areas to carry out social supervision of social insurance fund. After more than two years’ pilot, it is time to conduct a survey to acknowledge the condition of pilot. Through the survey, we can figure out what measures are taken by pilot areas and what problems are there hindering the proceeding of pilot of social supervision. The conclusions drown though the survey can serve as reference when we aim to extent our pilot all over our country. Objectives:To investigate the operation situation of social supervision of social insurance fund which is carried out by MHRSS and to analysis the effect of social supervision.Method:literature review and questionnaire survey are used. At first, search on all kinds of database through the keyword "social insurance fund ","social supervision" etc. and then summary the research progress of social supervision of social insurance fund all over the world. Then conduct a survey by questionnaire on all the 100 pilot areas to investigate the operation condition and effect of the pilot. Results:l.Team construction of social supervision. (1) Construction of social insurance supervision commission:At present,69% of pilot areas set up this social insurance supervision committee with a total of 1147 members.96.15% of the members are employees while only 3.85% of them are retired. And 88.19% of them have bachelor degree or above. 87.10% of the committee members are between 30 and 50 years old which are very professional through the analysis of their majors. The committee’s main job is to regularly listen to and review the social security agencies’ report on the income, expenses, management, and operation of social insurance fund and provide their advice. The committee will also hire accounting firms to audit related social security agencies and then publish the audit results to the public. At present, there are 403 suggestions collected through social supervision provided by the social insurance supervision commission. (2) Construction of social monitor team:57% of the pilot areas construct the social monitor team with a total of 1000 social monitors.94% of them are employees while 6% of then are the retired. And 85% of them have bachelor degree or College degree.86% of monitors are between 30 and 60 years old who have varied majors. The main work of social monitors are to carry out on-site and off-site inspection on the imposing, payment, management and operation of social insurance fund and to reflect violation behavior to department of social security. Thought their inspection, they will do the propaganda of social insurance policies and regulations at the same time. At present, there are 344 suggestions collected through social supervision provided by the social monitors. (3) Construction of expert database:21% of the pilot areas construct the expert database with a total of 296 experts. As experts, they are highly educated and 96% of them have bachelor degree or above. Their majors are closely related to social insurance.96% of monitors are between 30 and 60 years old. The experts’main job is to conduct academic research about social insurance fund regulatory and submit professional reports or suggestion. As well, they will evaluate the safety of social insurance fund and the measures of risk control and offer their advice. At present, there are 190 suggestions collected through social supervision provided by the experts. (4)Construction of industry association:At present, shanghai shengzhou of shaoxing, huangshi construct industry associations while the association of shenghzhou of shaoxing has made great achievement. On May of 2012, shengzhou constructed the industry association with 8 medical insurance fixed-point pharmacies, and now all 53 pharmacies in shengzhou have joined this association. This association has no government staff within it. Its management is conducted completely by its members. The industry self-regulation method has very highly efficiency.2. System construction of social supervision. (1)Construction of offence reporting system:88% of the pilot areas establish reporting system to encourage the public to report violations of social insurance fund. Now, the main channels of reporting are network, phone and email. More than 60% of cases are reported via these channels. Among the areas establishing offence reporting system,50% of the pilot areas set up reward system as well to reward the reporters thus encouraging the public to involved themselves in the social supervision. So far, there are 690,600 yuan used for rewarding,99.93% of which comes from financial fund.(2)Construction of information disclosure system:61% of the pilot areas establish Information disclosure system to disclose the relevant information about social insurance fund and let public know more about the fund for better supervision. So far,75% of information is disclosed via public service network and 12333 hotline. The disclosure contents are mainly income and expenses of social insurance fund as well as related regulations and policies. (3)Construct of public hearing system:20% of the pilot areas establish public hearing system to make the public participating in decision-making off social insurance fund, thus making the decision more reasonable. At present, there are 28 hearings held,75% of which are spot hearings while the others are network hearings. The contents of hearings are comprehensive, involving various kinds of fund.3. Effect of social supervision.50% of the pilot areas found illegal cases through social supervision. With huge fund involved. The cases are mainly about endowment insurance and medical insurance. More than 99% of the cases are found by individuals, units and professionals. The types of these cases are mainly individuals or units’ fraud and the missed payment of units. Conclusion:1.The development of social supervision of social insurance fund is unbalanced among pilot areas. About 30% of the pilot areas still have misunderstanding about the social supervision.2. Construction of social monitor team needs to be improved. Social insurance supervision commission have some problems like not all pilot areas construct the committee, the committee doesn’t conform the provisions in ’social insurance law’, the committee doesn’t play its role, etc. Social monitor teams have some problems like they are not fully financed and lack of training. Expert database and industry association aren’t attached importance so few pilot areas construct them although they are efficient.3. System construction of social supervision should be strengthened. The offence reporting system have some problems like people are not actively participated in because of the lack of propaganda and the sources and management methods of reward money are not clear so that not all areas can establish reward system. The information disclosure system have some problems like not all pilot areas establish this system and the disclosure content are not normative. The public hearing system have some problems like few pilot areas establish this system and the audience of Hearings are experts only.4. The social supervision of social insurance fund have made some achievements and contributed to safety of social insurance fund. It is supervision that should be addressed more attention to.
