This article is divided into five main parts, the first section describes Loudi township cadres to govern the meaning of capacity-building background to the study, research the status quo and methods. The second part defines the township cadres, township cadres, the concepts of ability to govern clearly put forward the ability to govern the construction of township cadres connotations: First, the development of micro-economy. Second, the development of the capacity of grass-roots democracy. Third, the ability to promote good social practice.
