Research On The Quality Of The Mountain Township Village Cadres For Anxian Of Sichuan Province

China is a large agricultural country with 900 million rural population, accounting for 70 % of the whole population. Agricultural population reaches 700 million, accounting for 50.1% of the industrial total population. Since ancient times China has always been a country attaching importance to agriculture and agriculture has also been the foundation of our economy. Therefore the development of the rural economy will greatly improve China’s overall economy.In recent years, the government has issued a number of benefiting-farmers policies to promote rural economic development. The village cadres act as the ultimate enabler and executor of Party policy. Their quality is the key to ensure the achievement of building a new countryside. Therefore, improving their overall quality is an important guarantee to promote a new socialist countryside construction. So far, some scholars have conducted systematic research on a particular area, found the status quo and influencing factors of their quality. Then they proposed a series of incentive mechanisms to make village cadres become high quality and get high salary. There are some good achievement. However, these experiences can’t be broaden to whole country because of the territorial limitation. In this paper comparative analysis method was used to study the quality of the mountain township village cadres of An Xian, including 7 towns, 98 villages and 9 communities, the results could be the reference and guidance on promoting the village cadres system framework.First of all, according to the object of this investigation to determine the research category, the quality of village cadres below people expect, an average educational level needs to be improved, the level of Ideological and moral self-awareness is not high and the ability to lead the villagers to get rich did not play its due role assumptions, and design the questionnaire based data collection, classification and summary of the use of SPSS statistical software the data statistics, the formation of the corresponding chart, understand the village cadres quality status and performance in general.Furthermore, the effects of the four aspects---environment, policies, individuals and institutions on the quality of village cadres were investigated to discover the specific aspects resulting in the lower quality of the cadres. First, the village cadres in An Xian are influenced by traditional farming culture and the planned economy mode of thinking, which make them do not want to learn new things and get in novative ideas to improve their cognitive constraints. Second, the lack of relevant regulations and policies makes it impossible for them to guarantee their basic livelihood, which leads to slowdowns and negative emotional impact and serious constraints to enhance the quality of cadres. Third, individuals are affected by negative thoughts, and while facing their own identity issues, it is difficult to resolve the status and role conflict, which makes lower and lower quality. Fourth, the imperfect selection, training, and evaluation mechanisms restrict the improvement of village cadres in An Xian.Finally, according to local problems and real situation in An Xian and learning from the successful experience of other scholars suitable ways to improve the qualit y of village cadres were proposed. One is to enhance intrinsic motivation, strengthens self-cultivation of village cadres; another one is to develop the mechanism of external and improve the quality of village cadres.
