Research On The Implementation Of The Policy Of Township Cadres

Policy execution represents one of the most important and fundamental functions among numerous township government functions.Whether various principles and policies of the Party and the State can be implemented in an effective and smooth way,to a great extent,depends on the execution efforts of the largest number of township governments at rural community level.In addition,the intensity of policy implementation of township government has direct influence on the social stability and development in rural area and the happiness of people.Meanwhile,township cadres,as the executive principal part of policy implementation of township government,act as the major executors to carry out the fundamental policies of the Party and the State.The policy executive efforts of those cadres are crucial to the implementation effectiveness of the central policy at rural community level and the satisfaction of the people,affecting the efficiency and effectiveness of rural public management,also directly reflecting the image and prestige of the Party and the State in the eyes of ordinary people.Therefore,under the background of building a new socialist countryside and harmonious society,it is highly necessary to analyze and study policy execution problems arising from township cadres with a view to pursuing an effective way to enhance the policy execution of township cadres.While at present,some problems resulted from the policy execution of Chinese township cadres are more or less existed in varying degrees,All of the above-mentioned,to some extent,become the constraining factors for economic development and social stability in vast rural area.In a word,the inadequate policy execution of the township cadres has become one of the main problems that local Party Committees and governments are confronted with.In this paper,an innovative research perspective is adopted,and the principal part of policy execution is emphasized.the townships in Wendeng District are taken as the samples an in-depth inquiry is conducted to probe into the present situation,the existing problem and cause for the policy execution of township cadres in Wendeng District.During this process,a large number of substantial investigations and analysis of original data are made.some problems resulted,for instance,the work is carried out mechanically lacking of innovation,the task is implemented passively with weaker consciousness of responsibility,the job is executed inefficiently with poorer performance,and the policy implementation is not in place due to selective policy execution,etc.Thus,effective measures and proposals for improving the policy execution of township cadres are put forward in terms of strengthening party spirit training,enhancing competence and quality,intensifying working style building,promoting humanistic care,and improving and perfecting mechanism.The aim of this paper is to provide effective reference for the study of the policy execution of township cadres in China,especially for the study of the policy execution of township cadres in similar city to Wendeng District.
