Since the adoption of reform and opening policies, china have entered a period of social all-round transformation, and along with the market economy development, it has accelerate an polarization between public and private areas of the field. What embodied on public administrator is the dualistic segregate and conflict of public interests and private interests. since the founding of our People's Republic to the adoption of reform and opening policies, because the deficiencies in the construction of law and system and information asymmetry, it has cause the defective for accommodation in internal moral of public administrator. The construction of law have made great strides in our country, but the self-discipline and other-discipline system of laws and rules of public administrator have not realizing the effective interaction. On the one hand, the rigidity of legal norm lack the powerful backup of public administrator's self-discipline consciousness, on the other hand, it is difficult that the rigidity of legal norm convert into the self-discipline system of public administrator,then it caused the problem of serious bureaucratism, low level of policy, indifference of legal consciousness, degenerate and have abused power for personal gains. Those problem poses a grave threat to the justice of government management, and have descend the credibility of government and loss the support from masses. Present scholars'research about civil servants can not stand on the reality and from actual conditions. Study fruits are almost something that is abstractly demonstrated or propagandized with mere slogan. This article gives induction and conclusion of Chinese traditional administrative ethics, and combines the knowledge point of self-discipline and heteronomy of civil servants. Meanwhile, this essay makes analysis and summary of present effective measures aboard, trying to give a realized approach based on the new research viewpoint so as to improve civil servants'ability of understanding and problem-solving. Furthermore, when the civil servants are confronted finite ethical conflict and value dilemma, they could make right choice, and improve the method of administration, enhance the efficiency and effectiveness of public administration, also promotes the realization of clean government, Speeds up the implementation of aim of public administration. All of them give theoretical support for implementing the strategy of ruled of law and by virtue.In the preliminary discussion of this article, it firstly analyzes the concepts and the relation between self-discipline and heteronomy, and also states the necessity of carrying out the policy of self-discipline and heteronomy for the civil servants. At the mean time, It analyzes the history experiences of ancient officials has made on the aspect of self-discipline and heteronomy. Then summarizes the problem that our country's civil servants on it including serous bureaucracy, low-level policy, weak law sense, tendency of privatization of power and dissipated life.And then analyses the reasons that leads to these results from external administrative environment and civil servants themselves. Finally, this article puts forward the measures to realize the civil servants'self-discipline and heteronomy. It has two implementation mechanisms. On the one hand is the internal implementation mechanism, which includes enhancing legislative supervision, establishing moral standard, improving supervision mechanism, setting up security mechanism. On the other hand is the external implementation mechanism, which includes, establishing right concept, strengthening educational training, culturing professional ethics.
