| Socialistic work regarding letters and visits is an important work of our party and government. It is the important part in people work. Enhancing government petition work is the necessary requirement for building a harmonious society. The system of letters and visits is an important Part of our socialist system with Chinese characteristics. Petition work plays an important role in the development of socialist democratic politics, properly handling contradictions among the people, promoting social harmony and stability and building a clean government. With China's reform has intensified, many of the social contradictions gradually. For various reasons, the petition work in the problems is very easy to make corruption to the Party's work style, social stability, and cause the people petition confliction.This paper is base on deep understanding of the Seventeenth Central Committee of the Communist Party of China spirits .The position is to find a breakthrough to solve these problems, and to promote innovative development of work petition from theoretical and practical aspects.The innovation of this paper is: scientific concept of development as guidance, from the perspective of close contact with the masses, I point out how to use the line of mass work of in the petition work and how to make the provincial and municipal offices in Beijing to play an important role in the public service.
