Research On Problems And Countermeasures Of Rural Petition

With the ongoing process of reform and opening up,great changes have taken place in rural areas of China,which are reflected in economic,political,cultural and other aspects.However,due to the low level of social culture in rural areas and the lack of standardization of the previous system,which can not keep up with the pace of the new era,there are some inevitable problems in the process of economic and social development.With its simple and fast way,petition has become an important channel for rural people to reflect their demands,as well as an important legal and political means to resolve conflicts and disputes at the grass-roots level and innovate comprehensive governance at the grass-roots level.In order to accomplish the national goal of building a well-off society in an all-round way,and accelerate the process of building socialism with Chinese characteristics,doing a good job in rural petition work has become the most important task of the current grass-roots government departments.In recent years,the total number of petition in Y City of Hunan Province shows a downward trend year by year,but the total number of petition remains high to some extent.Through literature research,this paper understands the development history of petition at home and abroad as well as the research on similar systems of petition,deepening the understanding of the petition system;through visiting the grass-roots departments of petition in Y City,the masses of petition,and relevant staff dealing with petition cases,it summarizes the characteristics of petition in rural areas of Y City in recent years,as well as the problems reflected in the contents of petition.The total number of petition in YCity from 2014 to 2018 was counted by statistical method,and the contents of petition were classified and counted.Through the above research methods,this paper summarizes the problems in the rural petition work,which are mainly reflected in the backwardness of the concept of petition work,the inconsistency of the power and responsibility setting in the petition work system,the lack of active early warning mechanism,and the incompetence of applying legal system guidance,etc.,which have brought serious harm to the rural production and life,weakened the political trust of the farmers to the grass-roots party and government,and also weakened the political trust of the farmers It affects the mass basis of the party's ruling in the countryside.Through statistical analysis and on-the-spot visits based on data,the main reasons for the problems in Y City's petition work are that the people-centered concept is not firm,the working mechanism is not smooth,the petition work system is not closely integrated with the legal system,the staff's ability is relatively insufficient,the methods are not used properly and the guarantee is not in place.In order to solve the problems of rural petition in Y City,this paper focuses on the rmeasures of rural petition in Y City.Firstly,we should adhere to the people-centered concept of petition work;secondly,we should establish and improve the mechanism of petition work in rural areas;thirdly,we should bring petition into the legal channel;fourthly,we should improve working methods;fifth,we should strengthen the construction of petition work team and increase the guarantee of petition work.
