Recently, the reform and open policy in China brings unavoidably the increasingly frequent and serious social conflicts. Large amounts of petitions in the form of letters and visits from the people and the corresponding problems have had great impact on the social harmony. How to properly value the problems in the new situation and explore the different features and rules to guarantee social harmony is undoubtedly a new issue demanding promote solution. Appropriately dealing with the work related to letters and complains from people and contradictions among people in the new situation is, therefore, of great historical and realistic value. The present thesis contains four parts, in which some new methods are presented on the basis of the analysis of the features and significance of the work, the historical development of the work, the measures and strategies concerning the work, etc., as well as the research on the construction of the working system, innovations in the working mechanism and improvement of the qualifications of the ombudsmen, and so on.On the basis of foreign experiences of "Green Channel", the thesis presents some suggestions and measures hopefully suitable in our country. The establishment of "Green Channel" is good to maintain social stability, improve the development environment, regulate people's behaviors, and change their disordered activities into standardized administrative reconsideration and judicial proceedings, which can decrease the rate of the disorderly petitions, relieve social conflicts and gradually eliminate the factors threatening social stability.
