Research On The Difficulties And Countermeasures Of Grassroots Petition Work

Petition are an important way for citizens to participate in democratic politics and express their interests.Petition system is a system with strong Chinese characteristics,is an organic part of the socialist democratic system,in contact with the masses,to resolve social conflicts,to accept the supervision of the masses and other aspects play a key role.The basic level government directly faces the masses,as the first gateway to solve the problem of Petition,plays an important role in maintaining social stability and building a harmonious society.At present,the development of the society is in the transition period,the mass incidents caused by the grassroots petition problems are increasing day by day,the petition and speculation is becoming more and more serious.Although the current situation of grassroots petition has become increasingly serious,but the ability of the administrative control of the grass-roots government has gradually weakened,decreased,the scope of authority is shrinking,the ability to resolve conflicts gradually weakened.This paper on the basis of analyzing the current petition mechanism of historical origin,specific data collection can display the current petition work difficulties;by reading a lot of literature,the petition system in production,development and change are studied deeply,accurate recognize the petition work on social development,and put forward the countermeasures through research;for multiple units related to Fuping County petition investigations,obtaining more reliable data,understand the actual difficulties and work through the real;listen to the demands of the petitioners,effective means in the petition process was informed that they encountered obstacles and solve the demands on.Finally put forward the countermeasures and suggestions to improve the situation,in order to provide theoretical support for the relevant departments to promote the reform of the petition mechanism,to better realize the goal of the nature of the petition work,promote the people to express their demands effectively and provide the beneficial enlightenment.The thesis consists of five parts.The first part mainly introduces the background and significance of the research,the research status at home and abroad,the research ideas and framework,research methods and innovation.The second part of the relevant concepts and theoretical composition.The third part introduces the evolution of the Fuping grass-roots petition and petition work status.The fourth part is about the difficulties and causes of Fuping County petition work.The last part is about some countermeasures to break through the plight of the Fuping County petition work.
