How to break through the encirclement, so the public can effectively participate in administrative decision-making process, becames the subject of this paper to study.Public participate in administrative decision-making is an interactive relationship. However, the existing top-down administrative decision-making is a one-way model, a highly centralized organizational structure and the closed program, far from meeting the needs of public participation. Executive decision-making crisis which occurred in recent years, exposed the drawbacks in the traditional model of administrative decision-making . To this end, the field of public administration, it is necessary to establish a administrative decision making model which Contains a meaningful change in the functions of government from top to bottom, bottom to enrich the public right and neutral experts. In this model, the government, the public, experts, each playing different roles, giving full play to their potential and rational allocation of administrative decision-making powers. This model Stresses active interaction and effective communication, Absorptes the government, experts, public opinions, which eventually formed only in line with most of the public interest and consistent with the scientific experts insist on the administrative decision-making. Finally achieved a balance of reason and passion, to achieve administrative decision-making more scientific, democratic, normative, institutionalization and legalization of unity.
