Study Of International Rules On The Movement Of Natuarl Persons

Movement of natural persons has become the fourth model of service business under GATS, Which has provided beneficial environment for its development , however , compared with the other there models , the process of the realization of freedom in the movement of natural persons is considered far behind . There are some factors behind the situation , first of all, membership countries are inclined to limit commitments for the movement of natural persons while considering its politics, diplomatic relationship, and the protection of its domestic labor market ,on the other hand , GATS itself has disadvantages on course of its framing ,such as ambiguous definitions, over-principled content, and GATS gives more tolerance to membership countries in making their decision inconsistent with the articles , which makes the development of movement of natural persons far behind the development of service business .This paper begins with movement of natural persons being one of the models for GATS, and consists its definition , the process of being one of the models under GATS, and the rules of GATS about the fourth model , then definitely describes the situation . Considering the existing problems about the fourth model , it is necessary to know about the movement of natural persons under NAFTA. The paper gives comments on the movement of natural persons under NAFTA, the relevant laws of NAFTA members and the analysis of the concerned rules between GATS and NAFTA, then further outlines the advancement of NAFTA in movement of natural persons . In the end , the paper gives our country some inspirations on movement of natural persons in the future .
