Research On The Issues Of The Movenment Of Natural Persons Of CEPA

The moventment of natural persons in GATS is the forth type fo the service sectour,which weighs a least of importance in WTO,owning to the differences between the development countries and the developing countries.So,many counries or regions have achieved a bilateral economical agreement on the movement of natural persons,as China and Hongkong.They entered into the long-awatied "Closer Economic Agreement (CEPA)on 29 June 2003,the concession of which took effect on 1,January 2004.For the purpose of providing references for the nation to establish theories of international relations and regioanl economic integration with Chinese characteristics and enact relevant opendoor polices and laws and regulations of international economic co-operation,this paper has anin-depth analysis of the features and trend of the movement of the natural persons of CEPA.The trade between the Mainland and Hongkong has made great efforts scince its appplication from 2003,especially on the depth and width of system of natural persons in CEPA.But owning to the implement of the system itself,there still exists a lot of problems. To these questions,this paper will emphasis on the implement of this system and put forward legislative proposals to this system.
