China is one of those countries who have the most serious situations in the population, resources and environment areas. In order to solve the problem of land shortage, expanding the living and production space towards the ocean by reclamation project has become the main approach for the costal zone to acquire land resources. As a matter of fact, these reclamation projects already produced large amount of social and economic benefits and deeply influenced the regional development. However, it is hard to ignore that the environment of the coastal area has been suffered a great damage in recent years because of the excessive and aimless reclamation activities which not only driven by the huge economic interests, but also encouraged by the lack of relevant laws and regulations, and the imperfection of ocean management system. As a result, this kind of behaviors will hinder the construction of ecological civilization and the implementation of sustainable development in our country. After empirical analysis and a study of the laws in China, Japan and South Korea, this paper exposited how to strengthen the management of land reclamation from various angles, clarified its concept and proposed several recommendations towards this subject. First of all, the use of terms should be more standardized. Secondly, the approval process must be improved, which means the plan of land reclamation and the scale of sea utilize need to be put under systematic control. Thirdly, to building the ecological compensation system towards the sea of our country, it is essential to perfect the compensation method of sea utilize, and bring out a more clearly right undertaken system regarding to the usufruct of land and sea. At last, the author suggested the State Council to establish a specialized "regulation of reclamation management" to systematize the regulation system of land reclamation.
