The Study On The Public Trust In Chinese Local Government

The public trust is the credit of government to public, as well as the trust of public to government, which plays an important role in the principle-agent relation between public and government. Since its foundation, the government has already got certain public trust. However, the congenital character has only a transitory effect, but should be obtained by acquired factors.After reform and opening up, the public trust of Chinese local government has changed from ideology based to performance based, decreasing in a period of volatility faced with various conflicts. The transition is closely related to local government and public factors under the background of time vicissitudes. The local government shall obtain the trust of public by certain credit building, while the public will also set repeated trust game regarding to multiple dimensions, thus the initial trust evolves to continuous trust and the public trust gradually forms.However, with the overall transition of Chinese public politics and economics, the public trust has presented weakening and the principle-agent relations has been affected, because of local government's behaviors complexity, the imperfection of principle-agent mechanism, the diversified interest and the Internet public domain. Therefore, we need to remodel the public trust by concept orientation, institution guarantee and civil society.
