Research On The Development Of Public Trust Of The Local Government In China

The public trust of local government is the degree of public trust the government by it credit, it including government credit and public trust. Public trust of our governments is gradually improving especially our central government. But the development of the public trust local governments is uneven. Moreover, the public trust of local governments in some regions has weakened. So research on the public trust of the local government has the theoretical and the practical significance.This thesis starts with three points of view which contains government, public and cooperative interaction. The mainline of this thesis is that cooperative governance promotes local governments performance and credit ability, and strengthen cooperative between the government and the public trust, to gain confidence basis on cooperation. Then improve the public trust. The thesis analyzed the feasibility and effectiveness of building local governments credibility from the angle of cooperation governance. Cooperative governance emphasizes that there exists a civil society. In this society, the process of policy not only from the top, expert guidance and the government by the almighty, but also more inclined to non-governmental organizations and public participation, thereby policy formation and the government of the dialog, achieving consensus. There exist close relationship between the building of local governments credibility and cooperative governance. Their coupling contains value demands, goals and way of construction. Cooperative governance leads the building of local government's credibility and offers guidance, society foundation and internal development power. The building of local government's credibility enhances the desire of public interaction and improves the cooperative governance efficiency.Cooperative governance constructs a governance model of public affairs, which is in the multidimensional structure of government, society, and public. The successful implementation of this model needs effective government, perfect social system and rational public for the basis and necessary condition. So it needs to be explored from the aspects of government, public and society under the angle of cooperative governance in building the local government's credibility. Precondition is the definition about cooperative governance's subject relation, which contains respective relationship between government and superior and subordinate, market, citizen groups and individual. Foundation is the promotion of government's credit ability, which contains the change of administration ideology and government function, the promotion of decision making and the perfection of regulation. Source of vitality is the cultivation of public participation in governance, which contains cultivating citizen awareness, the propagation of honesty culture and the building of effective citizen groups. Effective system is the perfection of cooperative interaction model, which contains information disclosure and interaction option mechanism, social supervision mechanism, the reasonable participation of citizen groups and the ordered participation of individual. This thesis is supposed to provide theoretical analysis to the evaluation of local government's credibility and supply some feasible references in promoting local government's credibility.
