In recent years, the incidence of fatal accidents, especially major and extraordinarily big accidents, has happened frequently, threatening existing human environment directly and affecting sustainable city development stratagem. Medium cities are critically important components of Chinese city, and are key construction projects in improving the urbanization of Villages. Medium cities in our country have a poor foundation, but they are under rapid development. Therefore, how to construct a safe and reasonable emergency system for medium city becomes particularly important.In this thesis, we study the system of relief logistics for medium city, take one typical medium city-Huang Shi- in the middle part of our country as our research background, and construct supplies distribution model, which provides a basis for constructing relief logistics system for our medium city.Real and theoretical background of our thesis are first analyzed, including present research situation in China and abroad, existing problems, and the key point for further development. Next, we analyze the present study state of relief logistics, point out abroad experience worth of learning through the analysis of relief logistics systems of Japan, America and Germany, and indicate the existing problems in our country and the direction of further development by the analysis of relief logistics of our country. In the following, the design of relief logistics system is described, and the important parts are to construct organizational command structure and function structure of relief logistics system. Finally, we take Huang Shi as example, construct supplies distribution model in relief logistics, especially selecting the minimum risk path with interval weight and constructing multi-point dispatch model under uncertainty.
