With economic globalization, pushforward, opening up further expansion and a variety of reform, China entered an economic transition, social restructuring, reorganizing the structure of interest, ideological and cultural conflicts have increased, the relative activity of the period of social conflict.In this particular environment, the social contradiction accumulating to a certain event will correspondingly to herd more extreme in the form of emerging.From the situation in China in recent years, the number of mass incidents, involving a wide, destructive power, it has an impact on social harmony and stability.
