Under The Perspective Of Legitimacy Of The Communist Party Of China Governing Research For A Long Time

Legitimacy Theory is one of the most important theoretical and practical issues which couldn’t be ignored by any governing party. To CPC (Communist Party of China), because of its long-term governance, it is necessary to attach importance to Legitimacy Theory to face Chinese political problems and global democratic wave. Beginning with the history of Legitimacy Theory, and based on the research achievement of governing legitimacy, this paper study long-term governing legitimacy of CPC.Even though Legitimacy Theory has a long history, there is obvious difference between the analysis of normative tradition and empiricism tradition. And each explain is not perfect. So contemporary thinkers try to rebuild Legitimacy Theory to close the different explain. The argument between these two traditions continent, the author believe that rebuild Legitimacy Theory is more proper. Generally, Legitimacy Theory consists of four parts. They are concept of legitimacy, base of legitimacy, crisis of legitimacy and safeguard of legitimacy. As the new development of Legitimacy Theory, Governing Legitimacy Theory discusses the governing practice of governing parties from these four parts.As a political phenomenon, Long-term governance had appeared both in West and China. But as to the intention of long-term governance, the relation between long-term governance and legitimacy, the West and China have different opinions. The West scholars aren’t interested in studying long-term governance. After1980s, Chinese scholars have obtained some achievement about long-term governance of the West parties. This is same as the purpose of studying the govern and the lost powers of Communist Party of USSR. They are both in order to cause great concerns in CPC.The core of this paper is to analyse the legitimacy of CPC during long-term governance. The author has divided three periods during the history of CPC’s governance, which are transition from new democracy to socialism, tortuous development of social period and the period of reform and opening up. The author found out the base of legitimacy is different in different period. This is because of the crisis of Legitimacy are changing now and then. If only decrease the crisis of Legitimacy can CPC safeguard the legitimacy of its long-term governance and consolidate its governing status.The purpose of building governing legitimacy is to consolidate the base of Legitimacy. Although the base of legitimacy are different in different period, but the component is stable. It is mainly composed of communist ideology base of legitimacy, rule performance base of legitimacy, and democratic base of legitimacy. Therefore, the building of governing legitimacy should be advanced in these three domains. In order to strengthen the base of governing legitimacy, the author pointed out CPC should build a constitutional government, to develop Chinese economy and society, to consolidate ideology.In fact, the safeguard of legitimacy is identical with how to win the confirmation and support by the people. The author pointed out the basic road of win the confirmation and support by the people is to exploit the legitimacy resources to structure the system of diversification legitimacy resources. The core of this system is the base of governing legitimacy, and the key is the governing party itself. It’s necessary to emphasize the building of CPC itself to strengthen subject resources when safeguard governing legitimacy. At the same time, we should round the universality foundation of governing legitimacy to expand the existing resources insist on holding power for the people and promote inner-party democracy.At the end of this paper, the author pointed out that this paper should be studied further. From theoretical aspect, the relation between legitimacy and long-term governance is not clear. From practical aspect, we are exploring the construction roads of base of legitimacy and safeguard of legitimacy.
