Research On The Legitimacy Of Contemporary Chinese Public Policies From The Perspective Of Policy Process

Legitimacy is a very important topic in the field of public policy。The legitimacy of public policy is the political system and its authority in the legal scope,through a series of policy based selection,integration,allocation and adjustment of social interests,resolve policy issues,policy issues related to meet the demand,the process of the realization of social public interests,identity,obedience and support to public policy the members of the society,including the legality,accepting three elements and technology,legitimacy is the premise of the legitimacy of public policy,acceptability is the core of public policy legitimacy,and technology is the guarantee of the legitimacy of public policy。Only when the public policy is legitimate can a lasting vitality of the policy be obtained and the stability of the regime。However,most of the countries of the world are faced with the crisis of lack of legitimacy,damage,decay and even loss of public policy to varying degrees。When the crisis of public policy legitimacy arises,the public could query public policy simultaneously,and they will also have the distrust of the party and the government’s authority of decision-making and the ability to the governance of social problems 。The chain reaction from the outside to the inside,will lead to social public doubts about the legitimacy of their political system in a certain degree,and will trigger the crisis of legitimacy of the political system。Therefore,we need to study the problem of legitimacy and try our best to alleviate or even eliminate the crisis of the legitimacy of public policy。This paper will study found the legitimacy of public policy research in the policy process,the crisis of legitimacy has different forms in policy making in various stages and links,including the construction of policy problems,lack of consensus sequence for improper competition,Planning policy options when a dislocation occurs,and adopting policy solutions from the rule of law。The reason mainly lies in the traditional system of large power,lack of supervision of empowerment and the regulations content refinementleads to the lack of government misconduct;single channel of participation and shortcomings,the lower the degree of organization,the limited level of participation due to inadequate public participation;,the knowledge and organization construction is not perfect,and the expert consultation imbalance caused by “technocracy”negative effect。Therefore,for remodeling and improving the legitimacy of public policy in contemporary Chinese,we need to regulate the policy process。Including clearing the justice of policy process and optimizing policy laws and regulations,clearing the main responsibility,which is in order to play the leading role of government decision-making,participate the public policy value and clear advisory role;broadening public policy participation form and perfect expert consultation form policy,and enhancing the level of participation of experts and public policy consulting organization。...
