Public policy as the output of the political system，its core is to solve the problemof the distribution of social interests. All policies are eventually manifested in thehandling of social interest.If public policy in a country is facing a crisis of legitimacyit tends to affect people’s recognition and support to the authority of the government,influences the political legitimacy, and even threats to the stability of theregime.The present Chinese is in a period of social transition, the transformation ofeconomic system, political system and cultural system is not yet perfect; The citizenpolicy participation of non institutional social organization participation,Social organization degree of public policy is low, citizen’s participation in the lowlevel, Because of the influence of these factors, the public policy legitimacy crisisappeared in our country.In this paper, the "legitimacy of public policy" is the research object, depend onthe deliberative democracy theory, contact China current public policy formulationand existing shortcomings and problems in the implementation process,comprehensive use of various research methods, attempts through the structuralcoupling of deliberative democracy paradigm and the legitimacy of public policy,plastic the legitimacy of public policy, enhance and fair distribution of socialresources to promote pluralistic, benefit sharing.This paper is divided into five main sections:The first part are the public policy legitimacy and the basic theory of deliberativedemocracy,which are introduced in this paper. On one hand,this part introducesrelevant concepts of legitimacy and the public policy legitimacy, on the other hand, itrecommends the formation and development of the basic theories of deliberativedemocracy, and introduces the relevant concepts of democratic consultation.The second part is the analysis of the public policy legitimacy factors.Firstly, itdiscusses the traditional elements of public policy legitimacy and the basic features ofthe deliberative democracy theory are summarized and summed up.Secondly, this article finds to the relationship between deliberative democracy and public policylegitimacy.Finally, it focuses on the analysis of structural elements of public policylegitimacy.The third part is an overview of China’s public policy legitimacy crisis.On onehand,this section analyzes the public policy legitimacy crisis: the legitimacy crisis ofdecision-making body, the legitimacy crisis of unacceptable policy content and theprocess crisis of missing public policy program. On the other hand,this articleanalyses the reasons of China public policy legitimacy crisis including China’ssocial transition, citizen participation and traditional culture.The fourth part is the case analysis.This article reviews the Xiamen PX projectevents and Ningbo PX project case, and analyses the difference of two case from thepublic participation, three aspects of policies,procedures and government copingstyles,which sums up the present formulation and implementation process of China’spublic policy in question, and provides a reference of how to resolve the public policylegitimacy crisis.The fifth part is reconstruction of validity. This part mainly discusses the publicpolicy legitimacy crisis of the resolution from the perspective of deliberativedemocracy. This section discusses digestion of public policy legitimacy crisis fromremolding decision-maker legitimate authority, abundant deliberative democracy, toperfect the citizen policy participation and regulate the policy negotiation procedure.
