| As a new kind of educational mode, modern distance educational system integrally develops with teaching and learning theory and transition to meet the social demand. For party members and cadres, modern distance education with the application of computer, multimedia and modern communication is a creative measure to train the rural party members and cadres and other people under the circumstances of the new situation and mission. At the same time, it is also an effective approach to enable the rural party members and cadres to receive education and benefit the farmers for a long period.According to the spirit and requirements of Chinese Communist Party Central Committee, Guangxi starts building Guangxi Modern Distance Education System for party members and cadres. From January 2010 to March 2011, as an educational technology professional, the present author worked in party committees in the Guangxi Zhuang Autonomous Region and had the honor to participate in the construction of Guangxi rural party members and cadres'modern distance education system. This thesis, based on practical difficulties and problems in this process, designed a technological plan for systematic satellite mode in different areas of Guangxi. Furthermore, this thesis made a research into the application of the system in 116 villages of Hechi, Baise, and Laibin. Consequently, this thesis added"distance louder-speaker"module to the system and put forward the mode of promoting the application system, which provides a reference for the development of modern distance education for party members and cadres in rural areas.
