Study On Modern Distance Education For Rural CPC Party Members Based On Performance Technology With Example Of Yuzhong In Gansu Province

It is eight years now since the Party Central Committee decided to implement theproject of modern distance education for rural CPC party members in April2003. Thisproject has experienced its early pilot in Guizhou, Hunan, Shandong and Anhui, andexpanded pilot in Xinjiang, Sichuan, Henan, Shanxi, and Zhejiang and so on in2005,and extension to the whole country in2007. During this period, this project got closeattention of the Party Central Committee, and active participation of localgovernments of all levels, bringing great influence in the vast rural areas.The modern distance education for rural CPC party members is a combination ofeducation, politics and complexity. The scope of it covers the vast rural areas of ourwhole country. The target participants include the rural party members, farmers andother agriculture related people. The content of it includes primary party organization,policies and regulations, economic management, market information, practicaltechnology, popular science knowledge, style health, skills training and so on. Thetraining support team is constructed by government officials, counselors, terminal siteadministrators etc.Face to this complex situation, how to assure the quality of the modern distanceeducation for rural CPC party members becomes an urgent problem. And this is whythe performance technology is introduced in this paper.The performance technology, not only pays attention to the training itself, that isteaching factors in another words, but also the non-teaching factors which are relatedto the training, and analyzes problems with ideas of system theory which providesnew angles of view and methods for studying problems existing in the moderndistance education for rural CPC party members. Moreover, the performance isextendly applied in areas such as enterprise training, teacher training and so on, whichhas already got good results. Also the performance itself is an important area of theEducation Technology, concerned widely by related experts.Based on the introduction to the related content of modern distance education forrural CPC party members and the performance technology, this paper constructed theperformance model for modern distance education for rural CPC party members, referred by the theory and methods of the performance technology and practicalsituation of modern distance education for rural CPC party members. And then takingthe Yuzhong in Gansu as an example, this paper investigates and surveys theimplementation status of modern distance education for rural CPC party membersfrom the perspective of the overall status and targeted needs of learners. Further, findthe problems existing in it and min the reasons. Based on these, this paper constructsthe performance intervention plans, which includes the teaching and the non-teachingplans. At last, this paper proposes the valuation techniques after analysis on therelated situation of Yuzhong.
