Study On The Quality Assurance System Of Modern Distance Education For Rural CPC Party Members And Cadres

Since the 21st century, based on the information technology and knowledge economy,lifelong education and the construction of learning organization are getting more and moreconcern, in view of an important opportunity by the development of modern distanceeducation with its characteristics such as no limitation by space and time, wide coverage,flexibilities, convenience, high efficiency and abundance of educational resources. In 2003,the Party Central Committee began to implement the project of modern distance educationfor rural CPC party members and cadres so as to strength the construction of grass-rootsparty organizations, improve the quality of the party members, construct the learning partyand promote the development of agriculture and the countryside.Since this project is put into effect,the related work has become a noticed topic, suchthe construction of resource, teaching management, learning activity, the applicationefficiency and so on, and among these, how to assure the teaching quality is a difficultproblem that puzzles the staff and also an important topic affecting the intensive, scientificand sustainable development of this project. Just under this background, I chose to study onthe quality control system of modern distance education for rural CPC party members andcadres, expecting the research result can be constructive to guarantee the teaching qualitythis project and do some help to the staff.This paper mainly includes five parts:The first part expounds the research's background, situation, goal and significance aswell as research methods used in the content.In the second part, the author thoroughly analyzes modern distance education for ruralCPC party members and cadres and its current situation, providing a breakthrough pointand practical bases for building the quality assurance system of this project.In the third part, based on the aim, principle, theoretical foundation and model of thequality assurance system, the author constructs the internal quality assurance system of thisproject from the six aspects :including school conditions, teaching input, teaching process,teaching output, integrating study with application and coordination mechanism, andexternal quality assurance system from the three aspects: the responsibility of government ,social participation and the party supervision.In the fourth part, this paper briefly describes the availability of the quality assurance system from the standpoint of current situation, reference to existing achievements, expertguidance, and the test of practice.The finial part is mainly about the contents and innovations of the study. At the sametime, I pointed out the shortcomings of this study, and make other directions to continue mystudy.
