After more than ten years of rapid development,China's assets appraisal industry growing for the reform of state-owned enterprises,preventing the loss of state-owned assets,improve socialist market economic system and national economic development made outstanding contribution。China has issued more than 200 asset appraisal laws and regulations of the concrete implementation,they to strengthen asset management play a positive role。But because of legal effectiveness level is not high,department regulations too much too miscellaneous, makes the legislative targeted decline。Asset appraisal lack of unified legal norms,for asset appraisal management brought obstacles,make the assessment personnel's practicing activities be restricted,affect the healthy development of the appraisal industry。So spread of asset appraisal legal system research and discussion has the extremely vital significance。This article except preface and epilogue besides,is divided into four parts altogether。The first part of the background of the asset appraisal and development phase were summarized, and the basic concepts of asset valuation and legal characteristics were analyzed。The second part of the assets of different countries through the evaluation of laws and regulations, industry guidelines for analysis, asset valuation for the legal system of reference for the construction。The third part focuses on the legal norms of asset valuation and industry standards, asset valuation in China to find out problems existing in the legal system。The fourth part of the assessment of industry conditions in our country and abroad, assessment practices, put forward a sound legal system of asset valuation measures, it is necessary to formulate a unified system of law and asset valuation asset valuation standards, but also to standardize assessment of the parties legal responsibility。...
